I have a very clean and pleasant apartment (flat, we say) only 30 minutes by public transport from Oxford Circus (central London). There is charming park next door and there is (small) view of this. The flat is quiet, dry and the neighbours are friendly.
I should say that the flat is on a Council Estate (Housing Projects) I believe you say in the USA but in 20 years living here I have never had any problems.
